I am helping my mother apply for aid and attendance. Her income minus expenses is almost 0, however, when the 5% MAPR of $431 is factored in, then her remaining income is raised. Does she have to spend more than she makes a month because of this? I am totally confused. We are almost ready to send her claim and this is standing in the way. Thanks for your time and help.

Do not let this stand in your way. If she is otherwise eligible, but income is more than medical expenses, she will receive a large partial benefit (based on your OP). If you haven't already, include supplemental health insurance as a medical expense.
