I filed the one page "intent to file" form in January. I received a prompt reply with a file number. However the letter noted that the VA now uses a centralized mail service. It directs all written correspondence to a "Claims Intake Center" PO Box in Georgia instead of the Philadelphia address I would normally use for my state. Which address do you think is better to use?

Use the Philadelphia address for your claim. The "Claims Intake Center" is a centralized place they are sending all claims to after they receive them from the processing centers to keep records. You still correspond with PA.
