Yes, as long as the write "A true and accurate copy" on it.
I've never heard that before. If that's true, that good to know! Did someone at the VA tell you that phrase was sufficient? Thanks.
It has to be done by a notary, and the statement "True and accurate copy" needs to accompany it. This has been standard for several years.
