How often does the VA find it necessary for a fiduciary to be appointed?
My brother will soon have power of attorney, but I've read that this is not enough.

Quite often. If the Physician's Evaluation indicates any issues with diminished mental capacities, they will rule the applicant incompetent to handle their own financial affairs.

The VA does not recognize POA or DPOA for VA purposes, while they apply to non VA matters, it will be of no use in dealing with the VA.
