Are there special programs for widows of MOH recipients?

My mother receives my father's pension, plus his disability; however, it's still not enough to cover daily living expenses plus 25 hours a week of outside help. I tried applying for Aid and Attendance, but was told my father's pension or disability was more than what she would have qualified for with the aid. I'm assuming a Veteran cannot receive all three? Pension, disability, and Aid and Attendance? I'm not looking for special treatment, but is there anything else out there to help? She is going to need more than 25 hours of help/care soon. We'd rather do this, than a nursing home. She is a widow of a Medal of Honor recipient. Just checking/asking.

What she is receiving would be a higher amount than A&A.

We are not aware of any other VA benefit she would be able to utilize to offset her costs of care.
