I just spoke with a VA rep and my local office and am now even more confused. This request would be for my mother who is a surviving spouse.
Are there 2 different A & A benefits? I was told that A&A without pension is available but the form is different than the form for A&A with pension.
Is this correct? If so, what is the form is would use for A&A without pension?
    Thanks,

NO! Just 21-534. You were given incorrect information! A&A is a PENSION, and not "compensation".

You're welcome, and good luck with the process.

The first time I called the VA and asked about the A&A benefit I was told that a veteran could not receive the benefit if the Vet was not already receiveing a VA pension.

This is probably the single biggest mis-information answer out there, so very common folks are told this. Sadly, think of all the people that walk out of those offices thinking they are not entitled. Makes me so angry!

Me too. I'm glad we went ahead and applied anyway when he was no longer able to live without assistance.
