Is a DD-214 required for person killed in combat in order for surviving spouse to apply for A&A?

A veteran killed in combat or the death of any active duty veteran is not issued a DD214. DD214s are issued by the Department of Defense and not by the VA.

A surviving spouse of any veteran killed while on active duty should be entitled to SBP (Survivor's Benefit Plan) or DIC benefits. Then if they are in need of A&A they can file for that as extra. They more than likely would be better off under one of these benefits and not the non-service connected pension program with A&A.
