Does a Continuing Care facility count as assisted living?

If a Vet is living in a Retirement facility but isn't receiving assisted living, will that still make them eligible for this benefit?

Retirement facility is not for the most part "assisted living".  This pension is to cover expenses for assisted living with day-to-day activities.  If he does not meet the demand for assistance and they are not providing it, he can't claim the rent as a medical expense.
