VA wants new info after receiving benefit for 2 years

    My father and mother have been receiving the A&A benefit for the last 2 years. My father is the veteran and also the one requiring assisted living. Nothing has changed (other than their medical expenses increasing each year) since they first applied and were approved for the A&A with one dependent MAPR of $23,396. Now after 2-1/2 years they say they need a written statement from a physician that my mother also requires assisted living. If they cannot provide this proof then they will require them to pay back monies going back to 2009.

    How can they do this when they were the ones that approved it in the first place as well as approving it again after the first years EVR?
