Even though I pay for medicare and medigap premiums I mostly go to the VA for healthcare.
Looking to apply for Basic Pension would there be any deductible expenses toward countable income?
I am on a 10% Va disability.

For the "Basic" level of this pension, there are no countable medical expenses.  It is strictly based on income with no need for assistance with day-to-day living.

Thanks for your answer. That means that if my wife and I get (gross)social security etc. over the 15K amount
I am not qualified?

For this level of the pension, that would be correct.  This would not be the case for the other two levels of the pension.
