Issue is VA finds individual has now been "returned to competency" but State Court with the active guardianship says individual still needs guardian due to family exploitation.
Will VA ignore State Court and send VA benefits to veteran ignoring the State Court guardianship?

Yes.  However I have never seen or heard of this happening.  There would have to be a really really really really good reason to overturn a previous rating decision in favor of competency after a fiduciary has already been assigned.
