so would it be practical to submit separate A&A applications?  Or would the VA lump them together?

Cannot do separate applications.  You have to file as either a vet, vet with spouse, or surviving widow.

I "think" that there is an increase over the A&A w/Dependant when there are two vets.......Huh??

The only reason that I 'think' that something exists....
Both my parents served. My mom was a W.A.V.E. and taught pilots how th fly by instrument in LINK trainers. My Dad was a sailor/mp and met my mom at the gate....while she was getting out of a cab w/ a Nieman Marcus bag!!!
(the WAVES ALL got their uniforms from NM!!!!)
Anyway, they passed away several (20) yrs ago and never needed any care. But I remember thinking....hummm how would this affect them??
I will check Monday.

Both applications need to be worked together.  If both are rated for A&A, then there is a special rate payable to two veterans who are both A&A.  It amounts to something like $2,500/month instead of the $1949.00.  I forgot the exact rate and since it is extremely rare, it isn't published on the website (I'm sure its buried somewhere, but I can't find it).  Essentially what they do is calculate the family countable income, then calculate the rate payable, then split it down the middle so that both vets get half.

  It is a very good idea to submit both applications together because it will save time as they will essentially be worked as one claim instead of two.  Its kind of hard to explain exactly how that works, but believe me, its a good idea.  Maybe staple the two of them together and write in highlighter across the front to make sure that they know that it is two claims but that they should be kept together.
