I will be preparing a claim for my 88yr old mother. She was first widowed by my father after 40 years of marriage and lastly by my stepfather after 23 years. Both of her husbands were WWII veterans. Before I begin to prepare the forms I need to determine which veteran's service to base the claim on. I would prefer to use my father's service for the claim, but I am wondering what the rules are regarding this situation.
Would someone with this experience and/or knowledge advise me. Thank you in advance.

You would apply based on her second husband's service.
