Thanks for the help here.  My mother is in a State Veterans Home and we are still working on A&A.  About a year ago she was approved for partial payments due to an original application for home help, but she went to a nursing home about 4 months before the approval and they did not take the updated information into account.  Unfortunately we are still waiting for the increase after a year.  We've gotten both our representative and senator involved at this stage because it seems crazy to have it dragged out so long. 

I would like to move my mom to a residential care facility closer to home.  Unfortunately since my mom has dementia they assigned the nursing home as the fiduciary. Sad  I refuse to move her before the final approval for the full A&A because it seems that if there are any changes then the VA takes another six months before they will do anything and she can't afford that.  Has anyone had any experience with a change in facility and fiduciary?
