Hi -

Another question --- annuity guy told me that if my mother is denied A&A, we have to wait for a year before reapplying.  True or not?

Not true. 
If her situation change overnight and she would qualify now, you would simply send in a 21-4138 Statment in Support of Claim showing the difference in her medical cost and finances.
