No! It would seem that way based on the info received with the check, but you must contact the VA.  If there is a fiduciary you will need to speak directly to a claims consultant because the file is locked and cannot be changed except by the fiduciary dept. I have been trying to set this up for my mom for that last 5 months.  I think I have finally spoken to right person, we will see at check time.

Yes there is.  Go to VA form 24-0296 to complete a Direct Deposit Enrollment form.  I did it for my dad.  It will take about 2 months to process.

If there is a fiduciary involved, it gets complicated.  Not all banks will set up the account the way the VA requires it with a custodian.  Most banks want a court order to do it.  I know that Wells Fargo will - but not Bank of America, Chase, etc.  It took me many months of hassle to get this finally resolved.
