Government Pension and A & A

I'm working with a client whose late husband was a veteran. After the military he worked for NASA and retired from there before he died. She is receiving a Government Annuity as his pension. I've been told that she will not be eligible for A & A because she's already receiving a pension from the government. Is this true?
