My father has been in a nursing home for almost 2 months. He has a reverse mortgage on his home and it is my understanding that if he has been out of the home for 12months it will be sold to pay off the reverse mortgage. His wife is living in the home and they are giving the impression that he may return. He will not be going home as that is not safe.  My question, though, is what address should I use on the A & A application? The nursing home or his home address?

You use the best mailing address - note that it lists a PO Box as an option and I'm pretty sure they know that no one lives in a PO Box.
If there is zero chance of him ever going home and you state that, the house is counted.  The VA generously assumes they might want to return home to die - you should not take that hope away.
