My mother is drawing $2800. a month from her investments to help pay her assisted living cost. Should she show this as monthly income on section VIII question 38g? Also how can she show her expected dividend income for next year because it will be changing as she draws from it through the year? (section VIII qutstion 39b.)

in my opinion, if i were you, i would place her annual estimated interest/dividend income only in the annual part.  if you do both, it is confusing and they will count both figures as income.  i.e.  if you estimate the next 12 month's interest and dividends to total about $33,600 - 35,000 then write in the higher amount of 35,000.  always over estimate. she can always come back in after her initial year of pension is over and report actual figures.  if the figure is lower then estimated, that is OK.  VA doesnt like to create overpayments.
