The more I read the more confused I become about my Aid and Attendance or Housebound rate or whatever it is I have...I was granted AA (I think) in 2002 in which I receive $654 per month above everything else, dependents, spouse, and a K rate and when I go to the SMC rate for 2009 I look across the table and see the exact amount I am receiving under the "L" rate...so I assume this is what I am getting..may be wrong but that is what I assume...I have always understood that the amount I receive for the "L" rate was to be used to hire someone to come in and help with my needs...but the cost to have someone come in everyday greatly exceeds the amount I am being compensated for.  Question one...Is that what this extra money is for..to pay someone to come in and help me???  Or, from what I have also read about EVR..am I suppose to submit a monthly or yearly report of the actual cost I pay out to someone above the $654 I receive monthly??  I do know for the past 3 years my COLA increase has been held up by 3 to 4 months because of some type of paperwork that I am suppose to be filing but never have...then when I call someone else at the VA they tell me I don't have to file any paperwork for my AA...Do you understand why one would be confused..I have always thought it crazy to be this disabled for me to have to pay out of my pocket for a condition incurred during my wartime combat extravaganza tour..
If what I am asking then can someone put me on the path to the regulations about submitting paperwork for healthcare cost to me on a monthly or yearly basis??
