Do benefits exist for those who were in military but not during war ?

I am trying to get my father into assisted living desperately.  We were told of this benefit, which would help tremendously. He was in service from 1960 to 1962.  According to this site, this is not considered a period of war.  However, the website mentions benefits for servicemen with less critieria, I can't seem to find anything about it.  If anyone knows any information at all I would be very grateful !!

To the best of our knowledge the periods of war that entitle a veteran to this benefit are as outlined on our site.  There is a window of time that discounts some veterans, although in our humble opinion, anyone who served this country and was honorably discharged should never fall through the cracks, but there are a lot of loop holes that permit that to happen.

Vietnam Era: August 5, 1964, through May 7, 1975.90 However, February 28, 1961, through May 7,
1975, for a veteran who served in the Republic of Vietnam during that period.
