An application (VA 21-534) was filled for a widow for Aid & Attendance and was denied. VA stated that they denied claim for DIC, death pension and accrued benefits HuhHuh?? and the veteran didnot serve during wartime(January 12 - December 31, 196) Although his DD 214 papers indicate that his "Terminal Date of Reserve Obligation" was January 11, 1966. Can his widow qualify for Aid and Attendance as she is in a facility and needs financuial assistance?

When exactly was your father in the service? 
Here is the Vietnam era - The period beginning on February 28, 1961, and ending on May 7, 1975, inclusive, in the case of a veteran who served in the Republic of Vietnam during that period. The period beginning on August 5, 1964, and ending on May 7, 1975, inclusive, in all other cases.

Unfortunately, if he served in the Reserves and was not called up to active duty, he does not meet the service requirement.
