Blindness as qualifier?

My dad is functionally blind and living in a retirement home but we've been told that he must also be paying for an Assisted Living service in order to receive A&A. My impression was that blindness was a qualifier (along with income, service record, etc.) Any answers? My mom currently cares for him.

He should apply and you should specifically ask for the Housebound allowance - it is less, but covers blindness.  The retirement home as a medical deduction will depend upon his need for the protection from the hazards of daily living.  If your mother does not also live at the retirement home, that should be highlight
