I just wanted to let everyone know that my Dad's experience with doing all the paperwork was great.  I just took him to the local Courthouse to Veteran Services Office.  We took all the required paperwork
(Discharge papers, marriage license, medical receipts for veteran & spouse that is paid for privately, proof of income/monthly for veteran & spouse (social security, pension, etc.) and medical forms completed by family physcian.  They put all the information in the computer and ask my Dad numerous questions and within 4 months my Dad received his award letter stating he would receive benefits.  This was in Pennsylvania.  The Veteran Services office was GREAT.  Give it a try.  Don't give up.  Smiley
