I have applied for A&A for my mother who is the surviving spouse.  I contacted my senators office to try to get them to hustle things along and they said that unless the veteran was receiving disability benefits that the widow will not qualify for benefits.  That wasn't the impression I got when I read all the paperwork and the guidance on this site. What's the truth?

This is a Pension Benefit and not Disability Compensation. What you have been told by your Senator's office is incorrect.  Your mother is entitiled as the widow of a honorably discharged veteran.  You need to disregard what you have been told and move forward with your application for your mom.
