I was already in system getting the disability pension not A&A. Applied for A&A Jan 4 2012, got awarded Jan 25, 2012.
I went to make donation  using my mastercard and it said I was registered for paypal. I have not used paypal for years. Can I make a donation using my mastercard debit not using paypal?

I sent in my donation. I called the VA for my state about appyling for the previous 12 months ,now that I got approved for A&A and got my 1st check Feb 1 ,and he said even thou I served in war time( drafted Vietnam ) but because the army sent me to Europe instead of Vietnam I was not entitled to 12 months previous.This does not sound right.
I got my 1st disabilty pension check Dec 1, 2010 without A&A. Had I know about A&A I would have applied for that at that time.My income and my disabilities were the same.
I am applying for the previous 12 months today, I got the forms.
If anyone has any advice I would appreciate it.

Something as you said does not sound right here.  Where they sent you has nothing to do with the potential of being eligible for the previous twelve months.  That is based on having the same needs for the prior 12 both financially and physically.  Would encourage you to make the application to see if the VA will approve.
