My father, a veteran was approved for A&A pension payment for 2010.  The form sent to him stated he may be elgible for the pension for 1 year prior.  He filed the documents which the VA received.  Prior to a VA determination on the 2009 application, my father died.  Can my father's estate claim the A&A benefits which was filed but not yet approved beyond the accrued benefits for heirs?

You only have 1 year from the date of death to file against accrued benefits.  You can only claim any out of pocket expenses that you have receipts for.  You cannot just file on behalf of his estate.
