Is it best to send completed 2012 evr as certified mail/return receipt. Thank you.

I responded to your message, but for others here, let me repeat myself that I recommend you always send everything Return Recipt given the VA's reputation for saying "they didn't get it". If the EVR is not returned in the alloted timeframe, the VA will stop the pension.
I would always want to know there is no question as to whether what was sent was received.

I rec'd a letter from the VA, staing that if the veteran gets only Social Security no EVR is needed to be filed.
