VA Widow's Pension and A&A

My mother is receiving a VA widow's pension from her husband who was killed in WWII. She was also in the Navy herself during WWII. She is now in ALF. Can she apply for A&A on her husband's record when she is already getting the widow's pension? Or can she apply for A&A on her own record (which supposedly should give her a higher amount)? Her medical costs in the ALF exceed her income, which consists only of social security and and her VA widow's pension. And how much could she receive for either if she qualifies?

She would want to apply as the veteran herself given as you said it would be the higher amount.
Will have to check on a couple of other things regarding your 2nd question.
