Caregiver and fiduciary

Quest. can the caregiver (I am for my father) also be the fiduciary? I have provided paperwork 21-4138 "Statement in Support of Claim", which my Dad is requesting me to be his fiduciary. Has anyone run into any problems?

When the field examiner came to our house (209) I was told that I COULD NOT be the fiduciary if I was the caregiver. That is when they appointed the fiduciary and all the problems began. Has this changed?
