A state program was paying my mom's Medicare premium, but they stopped doing this in September.   Since the state stopped paying the premium, her Social Security check was $115 less from September through December 2011.
 
Do I check "yes" on decrease in income on the EVR for the 4 months in 2011 in which her Social Security decreased?
