What is generally included in Home Care Service Expenses?

I have a Home Care Service that will provide daily care which includes suppling the foods my father can eat, preparing the food, cleaning and supplying the cleaning products.

Meaning they will prepare and cook food;
Clean - bringing their own supplies along with the daily care of bathing and changing beds, washing and ect.

Is this acceptable?

Can't claim food or cleaning expenses.  If he is in his own home, those are items that would be provided by the resident.

Are they charging him for these items?

This will be included in the caregiver service contract.  We don't mind if this is included.  is this acceptable by VA standards for Care Service Expenses?
