We received my Dad's EVR form today and were told that he does not have to complete one because all he has is his Social Security and zero reserves.  Is this common?

Thanks -  This site has been incredibly helpful.  So if no conditions change - he really doesnt have to do anything to remain eligible.  He already gets the max allowance.  Thanks Again!

Always COA!  Keep the letter from the VA informing you that he does not have to complete it.  If something were to come back, you would have what you need to counter.

Do they not count SS when figuring the benefit amount?  I thought SS amount was subtracted from award amounts.

No, SS is not subtracted.  It is counted as an income resource.
