I have been careing for my stepfather since my mom passed in 09.  We moved in together just before my mother passed away. Most Bills are in my mother and or fathers name. I had to change the lease into my name because it was in my mothers. My dad is incompetent to do anything on his own he has copd, emphasima, peripheral artery dieseade dimetia and the beginings of alzheimers. We have pooled the bills and i have been paying all the bills out of Dads account. So technically he pays me to care for him because i cant really work a full time job due to his condition. how am i to file for Aid and attendence and use the fact that he technically pays me.

The VA is going to look at "his" expenses for care.  You can't count house payments, rents, electric etc.  There needs to be a check written to you for the best accounting records.  Don't mix things up.  Keep the payments to you simple.  How you use the money is your decision, but the VA is going to be looking at what he is claiming for care expenses and proof of those payments.
