My grandpa is a 11 yr veteran of the Army and Air Force who was stationed in Korea during the war about 50-52. He passed in 1995 and my grandma is now having to move into an assisted living facility due to her health. She owns her home valued at about $120k and has about $30k in the bank (that is all) and $2700 in monthly income. She will need to rent her home for additional income and that will be about an extra $1k / mo. Do you think she may qualify for this assistance benefit? I see her care and prescriptions doubling in the next few years as her health deteriates.

You need to determine what her "countable" income is for VA purposes.  Please see this link to help you determine that.
