Is there a point in applying if my dad was given a General Discharge his 2nd enlistment?  He was a Korean War vet and an alcoholic as a result.  He joined back up and intended to take us with him when I was about 2 but when he got to Germany we couldn't go over.  He was depressed and started drinking worse.  Does that now disqualify my mom for benefits?

No.  She should be fine.  A general discharge isn't even a bar to benefits.
