I received a call today from St. Paul regarding my father-in-law's application (Yeah---that means they are working on it :-) )

I answered his question and then inquired about the possibility of this claim being considered for one year prior to the application date.  VETADMIN commented in one of my previous posts "The VA has some strange unknown formula for factoring in the previous 12 months, so you will have to see how they rule on that." 

I asked the gentlemen about this.  He informed me that this has to do with something called the "liberalizing legislation" and it applies to people born prior to 1/17/1936 (which is the case for my father-in-law.)  Has anyone heard of such legislation?  Trying to learn more about it....
