I thought I had finally finished my moms application but I was going over it one more time and I think I may be missing something big.  I was using the Step by Step Guide to VA Improved Pension instructions that I downloaded from this site. In section IX question 40a (where you claim expenses) there is note that says that Medicare Deduction should be listed first.  I have no idea what my moms medicare deduction is.  Where would I look for that?  It doesn't seem to be part of the rest of the financial info I have gathered?  Any tips on where I would find this? Thanks so much!

You probably already have it.  It's noted on the Social Security award letter that your required to submit.
Award letter will show gross & medicare deduction = monthly check.
You must show SS as gross income & medicare as expense.

That deduction is actually irrelevant anyway.  Medicare Part B premiums is the only expense VA can count without the claimant claiming it.  VA just checks with SSA to see what the rate is on every case.
