Mom & I reside in PA.  My name is on all of her bank accts.  PA law says I own half the money in all of the accts.  Do I report her assests as half the balances, or report the full balance and add an explanation?  I'm just starting the process and feel a bit confused.  Thanks.

You may need to seek counsil on this as this rule generally applies to properties owned.

You should report all of her assets.  Just because your name is on it, it does not reduce the value of her net worth for VA purposes.
