For anyone who is interested in the timeline...

March 10 -- submitted online request for my dad's discharge records through Vetrecs
March 16 -- faxed signature verification sheet to NPRC with a request to expedite search due to dad's advanced age and intention to seek VA financial support
March 31 -- received letter from NPRC stating my dad's records not in files, likely lost in 1973 fire, but info as to dates of service and honorable discharge was available from alternate documentation.  They enclosed two copies of Certification of Military Service with raised seal. 

I assume that Certification will suffice for my A&A application, and that I should snd one of the originals with the raised seal?

Yes.  Be sure to keep the second one, and if you ever have to use one again, get a certified copy and don't surrender it.

Thanks.  Is there a way to get a certified copy from one certificate I have, or do I have to re-contact the Personnel Records Center in St. Louis?

Just do up a letter stating that this "is a true and accurate copy" and get it notarized.
