Ready to Submit - What is Best Method?

After many months of work and much help from this forum, we are finally ready to submit our 21-526 application package to the VA on behalf of my 90 + year old parents, both of whom are WW2 vets. I've heard and read differing views about the best method of submitting the package. In the valued opinion of this forum, what is the safest, securest way to submit this package, should we personally take it to a local VA office or mail it byvia Registered Return Receipt?
We live in Pensacola, Florida 32533, so if we do mail it, is this still the correct address?
Department of Veteran Affairs
San Diego Regional Office
8810 Rio San Diego Drive
San Diego, CA 92108
Thanks again to all for your assistance in this challenging process. We will post the outcome, hopefully it will be positive.

What state does your mom and dad live in? That is what governs where this needs to be sent.
In addition you want to mail it Return Receipt and keep a complete copy of the application for your records. Be sure to include a 21-0845 for yourself as an Approved 3rd Party.

Thanks for the quick response. My mom and dad also live in Pensacola, Florida. Thanks too for the suggestion about a form 21-0845. I had not thought about this form since I have Power of Attorney for both of them and am including copies of those documents. But, that's good advice about the 21-0845 form. I have now downloaded a copy and will include it too.
Thanks again

The VA does not recognize POA so do not include that in your package.
Mail to:
Philadelphia Pension Maintenance Center
Veterans Administration
5000 Wissahickon Avenue
Philadelphia PA 19101
Best of luck with the process, and please come back and let us know how things go.
