My dad/vet just moved last month from OH to a new facility in NE because his old facility cannot manage his increasing care needs.

1.  The EVR has a return address of Philadelphia, PA.  Should I send the completed EVR to Philadelphia, to the new regional office with jurisdiction in Lincoln, NE, or to BOTH offices?

2.  Mom had a stroke last year.  I am sending in significant mom medical information to support my request to reclassify dad/vet's A&A as VETERAN WITH SICK SPOUSE.  Should I return the completed EVR in the official 'EVR ENVELOPE' for the computer and FOLLOW UP with the supporting info; or, should I send all in a large manila envelope?

3.  Are the mileage expenses and the actual expenses of moving to a greater care facility (uhaul truck, boxes, meals, etc.) deductible as medical expenses?

Thanks.

Dave.

It should go to the Philadephia office.  Inform them of his change in care but make sure all correspondence is coming to you.  If you have not filed a 21-0845 and 21-22a do so as soon as possible.

Send all of your information together, you do not have to use their envelop.  Always keep a copy of anythiong you send the VA and send it registered mail return receipt.
Once the unreimbursed medical expenses exceed their gross there is nothing to be gained by providing any additional medical expenses.

If you are asking about whether it is deducitable for income tax purposes that is another issue.  I would not claim these expenses.  If he qualified for the full pension they would have more medical expenses than they had income so these expenses would not be needed.
