Thanks to the wonderful people here, my father has been approved for A&A!!!
 I have not gotten any letters or calls from the VA (shows how good the advice is here.. the VA had no questions I guess)  but on Feb 18 a deposit of 4932 from the VA appeared in Dad's bank account!  Here is the sequence:

Oct 18   VA received the informal claim
Dec 4   The VA sent us a claim packet to fill out.  I ignored that and sent the formal claim papers I had ready from advice here
Dec 6  The VA received the formal claim papers
Feb 18  The deposit from the VA showed up in Dad's account

Since the process took 5 months (Oct, Nov,Dec, Jan, Feb )  I am not quite sure how to interpret the amount deposited (Dad should have qualified for the maximum benefit of 1644 ).  It seems like 4932 is 3 months at the maximum ....but I assume they will send a letter soon explaining. Meanwhile, it is a thrill to think my father can afford the caregivers' help he needs to stay in his own home.

Awesome news for you to share!!

The amount is for 3 months.  They always hold a month back, so the amount is right.  He should get the full award Mar 1st.
