Hi we are getting ready to file for my mother, the spouse of a deceased wwii vet.   I will be filing papers for her, and mananging the applicaion, but live in california. She currently is living in florida with her son, but will be moving to philadelphia pa, where she is from,  in a few months to enter an assisted living facility.   After reading info on va not talking to folks from states other than where filed, im nervous that they will not talk to me to mamage the applicaion.  Any advice? 

Also, we can file the "authorization to disclose personal info to third party" form 21-0845, but it asks for the va file number which i dont have yet.  Do i need to wait before sending this form in?

If she is going to be living in PA, you need to mail to:

Philadelphia Pension Maintenance Center
Veterans Admiinstration
5000 Wissahickon Avenue
Philaldelphia, PA 19101

Yes to sending the 21-0845, and there is no file number at this time until the VA assigns one to the application.
