I've been looking back through some threads to find this answer.  My understanding is that it would be counted as an asset but I wanted to clarify this as my parent has the bulk of his assets in this IRA.  Thanks for the info.

Do NOT count their residence or vehicle when estimating net worth.

Do NOT count a life insurance policy (because the policy holder must be
deceased in order to benefit from it).

DO count CDs, annuities, stocks, bonds, savings, checking, IRAs, Keogh,
etc.
