No,

These applications are for those veterans or spouses who are already receiving benefits, and are looking to change from compensation to pension.

The VA's VONAPP system is designed to process all applications as "compensation" and not "pension".  You don't want to be waiting for a letter 10-12 months from now telling you the application was denied as there is no "service related" compensation.  At that point you would have to get them to process the application for "pension".

At this time in spite of technology, you need to do this the old fashion way and document, document, document.
