Limit for filing after spouse's death

Hello, my name is Josh.
My father was a member of the U.S. Army Air Corps and I'm trying to find out how long after his death my mother would have to file. He died in 2000.
I'd also like to find out if members of the Visiting Nurses Corps are eligible.
