Hi,

Here is my situation:

1) My father is in a nursing home in New York
2) I live in NJ
3) I just filed a VONAPP application  Form 21-4138 listing my NJ as the address where he lives
4) The confirmation from VONAPP came back stating that the application was sent to the VA Regional Office in Des Moines, Iowa.


My question:

If I have to mail any correspondence, which address would I send it to: Des Moines or a regional office in NJ?

If NJ, what is the correct address?

You have a bit of a problem here, as all applications processed through the VA's VONAPP system is automatically processed for "Compensation" and not Pension.  A&A is a Pension.  All this to say that your application is not going to processed for the right benefit, and in the end, the VA will rule that he is not eligible as his need for assistance is not service related.

Secondly, all applications for the state of NY would be processed through the PA office that handles nothing but applications for this pension.

I would suggest calling someone and telling them you need to discuss the app you just submitted, that you now realize your error.

Also,
The most A&A beneift is $1944 a month (if he is married) $1645 a month single.
That is not enough to cover the nursing home.  Is he going to private pay?
Is he planning on returning home?

Thanks for the replies.

My Dad is applying for Medicaid for the nursing home payment.  Not sure if he will be coming home yet. 

Also, if I call to rectify the error, where do I call? Des Moines office or other?

Then the benefit in the nursing home is $90 a month from the PENSION. this is considered NON-COUNTABLE income for Medicaid purposes. Medicaid allows him to keep $35 (in CA) (other states vary) of his Countable income. so in CA he would have 90 +35 =$125 each month. THe rest of his countable income becomes his share of cost.

Gosh, I didn't ask, is he single or married?

He is married.  My mom rented an apt near the nursing home.
